Republicans present conservative vision for 'Dreamer' protection

DACA provides thousands of children of illegal immigrant families the opportunities to pursue education or gain employment in the United States while awaiting their official immigration status.

The three senators announced the SUCCEED Act (Solution for Undocumented Children through Careers Employment Education and Defending our nation), which they called a "fair and compassionate" merit-based solution to issues facing undocumented children now in the U.S.

Lankford and Tillis, at the press conference introducing the measure, called for stronger requirements to stop illegal immigration while also allowing for a kinder approach to dealing with the Dreamers. But Republicans have been leery of supporting the Dream Act in the past, and conservatives have derided it as a form of "amnesty".

Republicans see the Tillis plan as the best chance yet to protect young undocumented immigrants who will soon be facing deportation after Trump ordered the end of the Obama-era deferred action program known as DACA that allowed about 800,000 young immigrants brought to the US illegally by their parents to have work permits.

"They do not remember a home country they came from originally".

Trump gave Congress six months to come up with a solution before the DACA protections are phased out next year. The SUCCEED Act would also require participants to pay off any tax liabilities and sign a waiver for future immigration benefits if they were to violate their status. "Up to 2.6 million could eventually be eligible in total", Karl Smith and Jeremy Nuefeld, policy analysts, The Niskanen Center. For its most basic qualification, applicants must have arrived in the country before the age of 16 and before June 15, 2012.

Obtain a high school diploma or equivalent (if over 18 years of age). Those classified under this status must either earn a college degree, serve in the military for at least three years or be consistently employed. When one of the three tracks is complete, they can re-apply for conditional status.

The measure would not allow undocumented immigrants applying for a green card to have their family members come to the USA with them. Dreamers would only be able to apply for citizenship after holding a green card for five years.

Republican leaders who control Congress have said they would only accept a deal on Dreamers as part of a broader package to increase border security.

Tillis said it was very important that Congress not implement a policy that allows the line to be skipped, and the plan, he said, should also prevent "chain migration", a term used to describe how the immigration system prioritizes family members.

"It is naive for us to believe we would get 12 Republicans to vote for DACA or DREAM Act without putting something on the table", Durbin said. They can not have been convicted of a felony or a "major misdemeanor" including domestic violence, sexual abuse, burglary, unlawful possession of a firearm, drug distribution or driving under the influence.

Lankford signaled that President Trump was supportive of the concept behind the bill.

"The DREAM Act has been floated around for a decade", Lankford told reporters. The bill's intent is to get GOP lawmakers who are on the fence about eliminating DACA as a whole but who do want tougher immigration on board with a compromise. Sen. Orrin Hatch, R-Utah, at a news conference to unveil the Succeed Act, a conservative iteration of 2010's DREAM Act, which narrowly failed in the Senate.
