The feature has some limitations and according to the tweets from developers at the WWDC , the drag and drop functionality will work within the apps alone. Apple is alos opening SiriKit (a tool that developers can use to make their own Apple-approved tweaks to Siri) to more developers. Right now, the implication seems to be that applications developed for 32-bit simply will not work on iOS 11 without a 64-bit update.
